I wasn't ever able to evolve my starter either, I don't think you actually can.

I have pokemon blue rescue team, it was good but I finished it in a day .-. a bit dissapointing, thenI gotexplorers of darkness but I haven't finished it, I got stuck on the Unknown thing.
