I've seen a couple users get permabanned, and there are bugs and other stuff they reported. Unfortunately, when they got permabanned, the Helpdesks they created got deleted.
I'm very sure this is a more "simplish" fix if your just talking about being able to see it and interact with it with the user who made it being unable to respond back
