Well you can't really decrease memory usage by adding certain codes. Rescaling the image doesn't change the size of the file. So if you want to resize, either use a desktop application or an image hosting site that supports. If on 3DS, you can also upload it to your figure gallery, which pretty much thumbnails your picture.
